Malaysia Student Visa & Student Pass (Student Visa for Malaysia)

Immigration for students coming from abroad is a daunting task, but the Malaysia has one of the most streamlined, transparent and centralized visa processing systems in the world. The system was jointly administered by Education Malaysia Global Services (EMGS) and Immigration Department of Malaysia to ensure international students can move from admission to campus arrival without any hassle.

Whether you are heading to Kuala Lumpur, Penang or Johor, there are many stages to the road of the Student Pass, and knowing them all is essential to avoiding getting stuck.

Who will need a Student Pass?

All non-Malaysian citizens who are studying for fulltime, accredited higher education must have a valid Student Pass under Malaysian Immigration Law. This applies to:

  1. Individuals enrolled in Foundation, Diploma and Bachelor’s degree programs.
  2. Students who are currently undertaking a Masters or PhD research or coursework project.
  3. Students enrolled in accredited language schools or professional training courses that are longer than the usual tourist visas.

International students are not directly brought into Malaysia on Student passes. Instead, you enter the country with a Single Entry Visa (SEV) and a pre-approved electronic Visa Approval Letter (eVAL) which is subsequently stamped into your passport as a Student Pass once you arrive in the country

Step-by-Step guide to the application process

The process from choosing a course to having a Student Pass sticker in your passport is an 8-step process:

1. Choose Your University

Choose a recognized Malaysian Higher Educational Institutions (HEIs) and program registered with Malaysian Qualifications Agency (MQA). Make sure the program intake is compatible with your preparation period.

2. Apply to the chosen Institution

Send your academic documents, graduation certificates and passport bio-page to your university or educational partner of choice. The institution will check your eligibility for admission and will provide you an official Conditional Offer Letter followed by an Unconditional Acceptance Letter when all criteria are fulfilled.

3. Submit the Visa Application

Your student visa file is started from the centralized online portal, EMGS. In this phase, administrative and EMGS fees have been finalized.

4. EMGS Processing & Verification

Your academic certificates, passport information and self-declaration health forms are all reviewed by the EMGS. After your registration, you’ll get a special EMGS Application Number with which you can monitor your file’s real-time live progress on the official website or mobile app.

5. The issuance of the Visa Approval letter (eVAL)

Upon successful vetting from EMGS, the file is then sent to the Malaysian Immigration Department for the official clearance of security checks. If approved, an electronic Visa Approval Letter (eVAL) is created.

6. Travel to Malaysia

Use your eVAL to apply for the Single Entry Visa (SEV) or an eVisa at the official immigration office or through the nearest diplomatic mission (embassy/consulate) in Malaysia with the help of your agent if you have one. After they have been issued, book your flights and inform the international office of your university at least 7 days prior to your departure of your flight plans to make arrangements for airport border clearance.

7. Post-Arrival Medical Screening

The medical checkup has to be done physically at an EMGS approved clinic within 7 days of entry into Malaysia. The screening looks for communicable diseases and determines overall health.

8. Student Pass Endorsement

After passing a medical exam return the physical passport to the International Office of the University. The university will connect with the State Immigration Department to have the official “Student Pass sticker” stamped in your passport.

Required Documents

  1. A scan of the passport, in full colour, with at least an 18-month validity period from the date of submission.
  2. Passport-Sized Photographs: Recent photographs on a plain white background following the strict EMGS dimensional requirements.
  3. Academic certificates and transcripts (including high school and tertiary diplomas/degrees, and certified English translations if in another language).
  4. Stamped Official Passport: Official Passport stamped with the University of Malaysia’s acceptance letter.

Processing Timeline

  • The eVAL Issuance will take 4-6 weeks from full document lodgement and fee confirmation on the EMGS portal.
  • Single Entry Visa (SEV): 3 – 7 working days, depending on the Embassy or e-visa platform in your country.
  • Post-Arrival – Passport Endorsement: 2-4 weeks after the required clinic medical examination in Malaysia.

Visa Costs

The overall price for the initial visa application is approximately MYR 2,000 to MYR 3,500 (~USD $450 to $800) as of 2026-2027. This fee will be different for each nation and the administrative system of your institution. It covers:

  1. Administrative processing fees as specified on the EMGS website.
  2. Multi Entry Visa (MEV) and Student Pass sticker fees paid by the Malaysian Immigration Department.
  3. Annual hospitalization and surgical medical insurance is required.
  4. The in-country clinic medical examination that is required upon arrival.

Visa Renewal

  • A Student Pass is valid for one year and will be renewed on a yearly basis during the period of your academic course:
  • Please submit renewal documents to your university’s international office 2-3 months prior to expiration of your current pass.
  • Attendance Requirement: Minimum Classroom Attendance is a minimum of 80%.
  • You must have a Cumulative Grade Point Average (CGPA) of at least 2.00. An immigration denial for renewal may occur if a policy is breached.

Medical screening and health insurance

The health declaration form will be completed online, as part of the initial application, by applicants stating that they do not have serious chronic or infectious diseases.

  • Post-Arrival Screening: Mandatory within 7 days after arrival. The clinical checkup consists of blood, urine analysis, a chest X-ray to rule out Tuberculosis (TB), Hepatitis B and drug screening.

Students of other countries are required to have comprehensive health insurance. The package of medical insurance for hospitalization and emergency surgical care in private and panel hospitals in the country is automatically included in your initial visa invoice and renewed annually as long as you hold your visa, provided it is approved by EMGS.

Visa Delays

There are several common reasons why applications might be delayed:

  1. Many of the delays in getting students a visa are administrative and can be prevented:
  2. Low quality document scans (cropped edges from passport pages and certificates, reflections or low resolution scans).
  3. Name Inconsistencies: Spelling, order, and initials of high school certificates that are different from official passport.
  4. Unexplained Study Gaps: gaps in courses that are taken from high school into higher education with no explanatory letter or evidence of employment.
  5. Delayed Payments: No pay or late payment of the EMGS package to the university, which stops the movement of files.

Can students work in Malaysia?

For international students, the academic focus is the top priority for the country, and employment rules are strictly adhered to:

  1. Full-time employment is not permitted during Active Study Terms. Students are not allowed to work while classes are in session.
  2. In semester breaks, students can work part-time no more than twenty hours per week only during the semester break or during public holidays of more than seven calendar days.
  3. Work rights are only granted for four service sectors: restaurants, petrol kiosks, mini-markets and hotels (excluding entertainment or cashier).
  4. Approval process: You cannot work independently; you need to get a formal written permission from your university and immigration authorities to start any part-time job.
